The direct answer is at the end but it is important to preface this with a brief guide on how to run Joomla.
Joomla automates the creation of dynamic websites with user generated content. It makes your life easier by giving you ready made, interactive, functioning and secure site. You can pick out whichever cool look you fancy from the many premade template available online.
To get your site published you need firstly an place to host it. As mentioned above you probably have some web space from your ISP. This is most certainly OK for a basic website made of webpages (.html) stylesheets (.css) and images (.jpg, .png).
HOWEVER an magazine / blog style website (eg. Joomla, WordPress etc.) relies on a clever computers running smart programs to serve up the ever changing information. So you will need web space running Apache (server software), PHP (runs programs) and MySQL (runs databases).
There are some free services out there but I can guarantee that ‘free’ comes at a price – usually advertising or data-mining. Heres a list anyhow – search for ones with mysql:

I cannot personally recommed one but as they are free you can try them out until you find what you like. (eg. http://www.free-space.net/)
But for not much cash (<10$/month) you can have your own site and often including the site name (domain eg. mysite.com).
Make very sure that it has what is needed before signing up:

There may also be a service which will lets you automatically install Joomla from the webspace backend control panel (eg. fantasico in cpanel, application vault in plesk) – just ask before buying.
If you are going to do it yourself all the details and help are availible on the Joomla website or in previous answers from myself to other users questions. In simple terms:
1) download the files from http://www.joomla.org
2) unzip them onto your home computer
3) transfer the files you have just unzipped to your website using any FTP program
4) follow the steps described in the readme files included in the zip file you downloaded or availible on the Joomla website as tutorials:

P.S.
You can also install Joomla on a local machine (machine at home or something). To do this you can set up a web server easily with WampServer is you use Windows:

and Mamp if you use OSX for the Mac:

They are packages which have everything you need to setup a web server and in the case of WampServer can also automatically install Joomla.
After the the web server is setup, extract the contents of the zip file into the web root (In WAMP, right click the tray icon then click "WWW Directory"). When the extraction is finish, open your web browser and type the following into the address bar "localhost" with out the quotes.
